The Supreme Court on Monday sought a detailed affidavit from the Union government regarding the proposed relocation of the 135-year-old Central Secretariat Library (CSL) in Delhi. The library, which houses over 8.5 lakh books, is slated for relocation as part of the Central Vista redevelopment project.
The court requested specific details about the space earmarked for the library and its layout plans. This intervention follows reports that the CSL, currently in Shastri Bhawan, was asked to vacate by September 30 for demolition and reconstruction work.
A bench of Justices Sanjay Kumar and Sanjeev Sachdeva directed the Additional Solicitor General to file an affidavit within three weeks outlining the arrangements for the library, emphasizing the need to preserve its valuable collection. The court expressed concern that the proposed two rooms in Kartavya Bhavan might be insufficient.
Concerns were also raised about accommodating the library's extensive collection, including over two lakh books in regional languages that have been packed in boxes for nearly 15 years. The government indicated that a space of approximately 5,200 sq. ft. across two floors is being planned, an increase from its current 4,144 sq. ft.
However, the bench insisted on a formal affidavit with an undertaking, demanding complete layout plans that detail the actual book storage areas after accounting for other amenities. The court appointed senior advocate Haripriya Padmanabhan as amicus curiae and scheduled further hearings for November 16.
